Inception
State Environmental Protection Administration of China (SEPA) issued a Notice on Carrying out the Work of Environmental Labeling in all provinces, autonomous regions and municipalities directly under the Central Government on March 31, 1993, which became a sign of environmental labeling plan coming into effect.
SEPA officially published the figure of Environmental Label in China on August 25, 1993. The figure is composed of sun, verdant hill and water in the center. It is circled with ten rings. Its central construction stands for environment that human exists, and peripheral ten rings closely connect to each other, which expresses that the public participate in environmental protection. At the same time, the ring and environment share a Chinese character in common, which implies that all the people unite together to protect our human environment.
Development
On May 17, 1994, China Certification Committee for Environmental Labeling Products (CCEL) was founded as the administration for Environmental Labeling in China. On May 30, SEPA approved and published "The First Seven Technical Requirements for Environmental Labeling Products". During July to November, CCEL certificated three categories of products that were produced by two enterprises. It was a symbol of Environmental Labeling Plan beginning to function. By the time of November in 2003, fifty-one categories of products were included in the range of environmental labeling plan. There were nine thousand one hundred and forty-five categories of products produced by seven hundred and fifty-one enterprises passing the certification. China Environmental Labeling is playing a leading role in China's economic growth towards environmental friendliness.
Status Quo
On the basis of integrating various certification bodies, SEPA approved to establish China Environmental United Certification Center Co., Ltd (CEC) on September 2003. The company was authorized to thoroughly undertake certification and issue of environmental labels to qualified products. After the integration, the company will undertake work of technique assessment, labeling conferment and supervision. The issue of China Environmental Label will be more regulated. China Environmental United Certification Center Co., Ltd responded to Jiang Zemin's address spirit: "To positively put forward the International Environmental Management System of Certification and Environmental Labeling Products' certification, take for the sake of developing foreign trade." It closely combined the environmental labeling with environmental management system, quality management system and occupational safety management system. With the issue of ISO14020 and ISO14024 international standards, China Environmental Labeling Plan began to approach the International Standard. To coordinate with International Environmental Labeling, and strove to win bilateral and multilateral recognition in environmental labeling, China Environmental Labeling will definitely become an effective means of launching Chinese products into the world market and benefiting foreign trade development.
